CrossOver can't do networks access on its own, i.e. you can't enter \machinename\share\file.txt in a file open dialog. You can however mount a smb share with the OSX or Linux tools and access the files from the mounted directory.
I don't know if OneNote has any special network features beyond opening files from network shares. If it does, they probably won't work. You can give it a try with our demo though.
