Problems syncing between my PC and my Phone

I'm using OneNote 2007 on my PC and I've installed the OneNote app from GooglePlay on my Samsung Galaxy 3 but I can't figure out how to connect them to each other. The PC has no option to link it to an email that I can find so all the folders I've created on my PC cannot be shared to my phone.
