Microsft is following the tradition not to support older version OS. When I try to install Office 2003 I encounter the same problem, does not work for Windows 98. In any case Microsoft is only supporting Windows 2000 and XP. The only way to resolve the problem is to crossover to be built on the defintions of 2000 or XP.
