You must use 'Turn windows features on or off' in the Control Panel to install or configure Microsoft .NET Frmaework 3.0 x86 - V

Installing .NET 3.0 does NOT work in Vista bottle.

change the bottle windows version to xp temporarily for the installation. it will work.
