Unfortunately, using Mono isn't always an option. We have customers who mandate that the Microsoft compilers be used. The install for both Visual Studio and even MS' free Visual C++ Toolkit all try to install this framework. And it won't install, so we are blocked from installing VS and/or VC++ toolkit. So mono does nothing for us. .NET Framework is just blocking us from installing the other tools we must use.

Try and get a Windowed .NET app running - you just can't ;)
Not even the developers can.
Maybe in 12 months time or more.
What you can do is console apps and ASP.NET.
But anything graphical - forget it.
