steam startup issues

i just updated to 10.3 and when i try and start steam i get a blank browser window then this error message pops up: "steam.exe (main exception): CMultiFieldBlob(pSerialized): Bad field - extends past the end of blob"

then steam closes.

anyone else have this issue or know what's going on?
