I followed the instructions in Tips & Tricks, but now MOO III appears in a tiny window using a 800 x 600 virtual desktop. Is there a way to make it full-screen, or something resembling full-screen, with virtual desktop on?

You can try a higher resolution which may or may not work with the game...
like:
1024 x 768
1440 x 900
