Requirements are:
Net framework 3.5
XNA framework 3.1
DirectX9
After you have installed the game you'd better to remove the XXXX_install.vdf file inside Program Files/Steam/steamapps/common/Magicka/, this will prevent steam from doing the "first time setup" that will always fail anyway.
The only problem is that Magicka won't shut down unless you quit the bottle manually.
Did you install using the crosstie file or did you just install Steam and then the game?
I installed the dependencies with "Install Windows Software" and then steam and the game.
The crosstie doesn't work for me.
EDIT: to clarify, i get this error when i run magicka installed with the crosstie
