Unfortunately, the graphics drivers in Tiger (10.4.x) are pretty bad, especially for the ATI X1600. We no longer officially support Tiger. For the time being we're not making Leopard or later a strict requirement -- that is, CrossOver still runs on Tiger -- but we're also not maintaining workarounds for the bugs in Tiger's graphics drivers. (We reserve the right to strictly require Leopard or later in any future release, though.)

If you can afford it, I recommend that you upgrade to Snow Leopard. Sorry I don't have better news for you.
