Incomplete Installation - Error Code 2

I was having trouble starting Left 4 Dead 2. I read a lot of comments on this error, tried verifying cache, deleting client.dll, etc..

Turns out using a symlink to my steamapps folder was the ultimate cause of the error. After replacing the symlink with the actual steamapps folder the installation completed and I was able to play.
