I can confirm that. It is fine with the tool bars and even on a flash plugin, but anywhere in the browser viewport it takes even longer than 10 secs, for me anyway.

We're aware of the issue, and even have it narrowed down a bit -- it's the Encoding menu in the context menu. The same delay happens if you attempt to pull up the View -> Encoding menu from IE's main menu.
Unfortunately, we don't yet have a solution. It's on our list of bugs, though.
