I followed the guides on the forum and was able to get the game to a playable state with shaderlimit at 275. I'm wondering if anyone has found a solution to fixing the FPS of the game.
Using Early 2011 MBP 15" with 16gig ram.

Turn the Shader off (It doesn't work properly anyway so the textures look MUCH better with it off). Turn Shadows either off or down low (I have mine on none but there are stil shadows and it looks good). And turn Reflections either Off or to "Sky and Terrain", which once again actually looks a little better (The water was too reflective for my liking on max settings).
With those settings I get decent FPS, it goes down a bit in major cities because there is so much being rendered but out in the open world it's really great. Hope this helps?
I already had those at that settings. Mind posting all of your settings? I'm just getting 4-11 with "low" preset settings.
