I feel this should go ahead.
The only debate is under the submissions it states
"Please include software version in the title
Do not submit separate entries for software editions (Pro, Ultimate, etc.). We prefer to combine editions as they are usually very similar in compatibility."
This states that version title should be stated and thus would be separate. Though by going by the section second I would combine the two.
I feel its more user friendly and makes thinks easier for advocates and the community if only 1 page is held for a game, reasons because you can always update to the newest version of a game free. Though Programs is a different matter you should have this separate as thinks like word 2003 and 2007 are very different and has a cost to upgrade.
In short - Yes merge the 2.
The issue is that Garry's Mod (9) is a simple source mod whereas Garry's Mod 10 is a full fledged Valve supported updated version of Gmod 9. Therefore I think Gmod 9 should simply be place with a note that says "Out of date. link to Gmod 10"
