Requires .NET 4.6.2, but that install never completes

Anyone know how to install .NET 4.6.2? That seems to be the hangup on this app, as well as Track'NTrade. The app installer downloads and attempts to install .NET 4.6.2, but it never completes. The install dialog just shows progress from 0% to 100%, then it wraps back around to 0% and continues forever.
