Mactrix over at Portingteam.com has posted a fix for Intel cards. Get his wrapper, and follow his instructions to get the dll file to work.

That's the steam version. Same instructions for non-steam, just find the Fallout 3 folder elsewhere.
Any Q's, just ask.
It works perfectly for me as well in stand-alone GOTY edition with the custom DLL trick + xlive.dll disabler (otherwise it won't install).
