Look at the logs if your Fallout 3 GOTY install crashes.
If it mentiones xlive.dll, replace it in the system32 folder.
Fallout 3 will work miraculously.

I couldn't even get it installed for this xlive.dll problem - seen it in the logs, searched online in the gamers forums and it came out that there is a custom dll that disables the feature and makes it install and run perfectly (with the d3d9.dll custom version).
