Installing 'msgrplus.exe' on CXOffice 5.0

I get the following error from the CXOffice binaries on the command line when I try to install this package :-

fixme:winspool:DeletePortA ((null),(nil),"eFax_4_0_Port"):stub

The error that appears in the installation window is that the user does not have the correct permissions to install this software.
