As stated, I haven't been able to download this from Microsoft all day. Anyone know if this is a temporary issue or if Microsoft just flat out removed it?

I am running into the same issue and I just purchased CrossOver.... I cannot find the installation file online either to use instead of downloading it automatically. Any help would be appreciated.

This should be updated today. Make sure that you have the box for "Automatically download new installation recipes" checked in CrossOver preferences in order to get the new download link.
