I don't know if the failure is from an update of cities XL 2011, but before I updated CXgames to lates versión it worked like a charm.

I can confirm that it will not install under 10.1.0. I tried it with the Steam version, and got:
CitiesXL_2011.exe has encountered a serious problem and needs to close.Unfortunately, that doesn't really say what the problem is, just that the installer or the game is unhappy about something.
