ChromeOS Beta 18 - Must Use File Explorer To Run

I installed Chummer5a as a known app. When launched normally, it gives the "File not found" error. However, if I launch the exe from File Explorer, the app runs fine. I can't find any means of modifying the Chummer5a application to try to get it to work, so I am at a loss as to how to fix it aside from posting here.

Suggestions?
