Despite the new name, this is still the same game. The only difference is a patch that added a free-to-play billing model. It is still the same game as Champions Online and support should be more or less the same. This will just cause confusion.

The description is also wrong. There are limitations to the free version, but level is not one of them. The max level for all users is 40. The limitations for free users are restriction to archetypes and several other minor features.
...hmm...okay...that goes to further the gray here, not justify having both apps under the one title ; that is, clearly the two titles are different insomeway even though they're the same. Understand, I'm not 'calling the shots' here - this is more in Twinky Ninja's purview and I'm just having a fossick for feelings and clues as such. I do know one technical point will be does the full client version work with the crosstie etc and so on...?...or....if the full champions online is considered an upgrade to the F2P version, we should loose the old entry and keep this one...which is why this 2nd entry was created, to avoid 'pollution' until these idioms are sorted out...

Ryokashi is correct, it's the same game, same client, same level cap, everything. The only difference is they added the "Free for All" subtitle to it for marketing purposes. So yes, they need to be merged.
