The Balabolka home page provides a link to the "Microsoft Speech Platform". These voices are older don't compare with some of the better SAPI5 voices, but they do install and work using Crossover 18.5. You will need:
x86_SpeechPlatformRuntime\SpeechPlatformRuntime.msi (Currently: https://www.microsoft.com/en-us/download/details.aspx?id=27225)
Then any MSSP "Runtime Languages" (voices) you want: eg MSSpeech_TTS_en-US_ZiraPro.msi

Download and install x86_SpeechPlatformRuntime\SpeechPlatformRuntime.msi (I used a Win7-32 Bottle).
Download and install the runtime languages into the bottle.
Sometimes when attempting to 'read' text you get an error: "Can not synthesize the speech OLE error 80004005" indicating a problem with
msxml3. To avoid this, in Crossover Install go to >Non-Applications >Components and install: >Microsoft XML Parser (MSXML) 3.0.
Download and install the current Balabolka Program (Currently 2.15 at: http://www.cross-plus-a.com/balabolka.htm)
Run Balabolka. The Installed voices should be listed under the Microsoft Speech Platform Tab.
Balabolka should work well, except SAPI4/5 voices.
I did not test: Spell checking, clipboard monitoring, and some other settings.
