Avery Design Pro 4.0 -- Works well on the first try. This is the 2002 version of the free label-making software for Windows, offered by Avery on their website, here:

I needed a CD label, and pulled out the 2002 version of the software (loaded from a CD) to see if it would work.
It actually worked the first time I tried it with only very minor bugs.

If you need to make labels, give it a try!
