This may be a bug in the download caching system. I have experienced this too. Probably best to report it.
It's intentional. Apparently, there were enough problems with incomplete/unusable downloads that this was preferable.
Surely MD5 checksums can be implemented to ensure correct downloads which can then be re-used? Downloading say a 200Mb .NET Framework installer each time it is needed consumes more space, and more importantly, requires an active internet connection, which implies that offline installation of programs cannot be done ☹️
