When I try to install this in a Win98 bottle, it fails with an error about being unable to find DCOM95. Installing in an XP bottle mostly works just fine, but at the end, the big blue Maxis screen sits there, and I have to force-quit the whole CrossOver process. It might be playable, but there are some graphical glitches. I'll give it a full try later.
I can confirm that it will run in a bottle on the latest version of Crossover games.
However, while the game appears to work, there is a significant lag in the graphics making it difficult to play.
