Microsoft Oracle .NET Data Provider Package fails as prerequisite for Rational Software Architect

Hello,
i am trying to install Rational Software Architect 11.4.3.6 which is a Installshield MSI installation on CrossOver 17 on mac.
It contains some prerequisites of one is Microsoft Oracle .NET Data Provider Package which fails.
Any experience how to get it installed? I have not seen any results when searching the forums. This is not listed as an app.
