a) As best as I can determine, Rick fixed that bug in e-Sword 9.9.0. More precisely, the map/graphic resources that I know usually display incorrectly, if at all, do display correctly with e-Sword 9.9.0.

b) User created map/graphic resources are as likely to display properly as not. This is not a platform dependent thing. (Arguably it is, since graphic resources that cause e-Sword on Windows to crash, don't cause e-Sword under either CrossOver, or WINE to crash.)
I won't give the specifications for map/graphic resources here, but e-Sword is very picky about adherence to those specifications. The majority of user created map/graphic resources do not adhere to those specifications. That said, e-Sword 9.90 does appear to be more tolerant of non-adherence to those criteria than e-Sword 9.8.3.
c) None of the utility programs that convert e-Sword 8.x resources to e-Sword 9.x reliably convert Map resources. The usual result is to have an empty resource. If the file size is 3072, the map/graphic resource contains no data, but appears in e-Sword as if it does contain the purported content.
