I downloaded civilization 4 but it won't start.
I second that. I'm running CrossOver pro on a MacBook.
Steam seems to work fine, and downloading Civ IV from it went smoothly. But when I launch it, I get the following error:
"Error locating tag node in SetGlobalClassInfo function
Current XML file is: GameInfo/Civ4PlayerOptionInfos.xml"
By the way, CrossOver itself doesn't seem to recognise that I've installed programs: they (well, there I've only instaled Steam and Civ4) don't appear in the Program menu. They do in "manage bottles", but to launch Steam, I have to go via Finder.

Steam needs native msxml3.dll. CrossOver should install the MS XML runtime as a dependency for Steam. Maybe that failed.

I have now installed MS XML (4.0 SP2) and ran msxml4msms.exe, but still can't find the .dll file you mention. Is there a simple way to resolve dependencies with CrossOver ?
Civ 4 uses MS XML 3.0. 4.0 doesn't contain the 3.0 DLL :-/
although didn't successfull uninstalled MSXML 4.0...
