Are you using a CD based version or the Steam version? Only the Steam version is supported because the other one fails due to copy protection problems.
I'm using the d2d version.
Huh, I wasn't even aware this one existed. No idea if it has any nasty copy protection schemes.

So far, Crossover has gone farther than Wine by installing the program.

You'll have to install the Microsoft XML runtime into the bottle to run this game. The Steam installation profile does that. You should see the MS XML 3 runtime installation profile if you tick the "Show service packs and dependencies" checkbox.

What is the main executable of Civ 4 called? If it is anything other than "civilization4.exe" the DllOverride may need an adjustment.
civilization4.exe is the file. I tried running it directly from the folder and got this:
