Because it is a 32 bit app, and Win32 processes only support a maximum of 2 GB ram. The 32 bit address space is 4 GB, and Windows has a 2-2 gig memsplit, which means that 2 GB of the address space are reserved for the kernel. Its pretty tricky to allocate more memory than you can address.
Steam shouldn't really use more than 150-200 MB ram at worst, and this would be already pretty memory hungry.
Also note that CrossOver is not a virtual machine where you have to reserve a dedicated amount of memory for Windows apps. When a windows app allocates memory this works as if an OSX app allocates memory. The memory is provided by the OSX kernel, and returned to the OSX kernel once it is freed.
